How to provide local HTML file saved on desktop or phone memory as source of webview?

I have html files saved in a separate folder placed at desktop. How to give that html file as a source to webview. I don't want to add that file to the project. Any suggestions. TIA @JamesMontemagno @JohnMiller @RHudson
