no compatible code running

I am using windows 10, Visual studio 2017. When trying to debug the program i get:
in App.cs on InitializeComponent() the message System.TypeLoadException: Could not resolve type with token 01000019 (from typeref, class/assembly ResourceLoadingQuery, )

Any solution?
